The Idaho Commission on Aging needed to produce reports for the
federal government to account for funds being spent or risk loosing
access to the funds for the aging community. The agency had an
existing software package called AIM (Aging Information Manager)
that was a GINO (Garbage In Nothing Out) system. The agency had
purchased and deployed the software with little structure or review
of it's capabilities.
Challenge
Fixing an existing database application that tracked Idaho's aging
population and services provided by the state. There were several
problems:
- Agencies using the software had not been trained how to use
it.
- There was no standardization for types of services, units
of service, etc.
- 1000's of spelling errors due to typing in data vs. selecting
values from a list.
- The data merge features did not account for errors inherent
in the software
- Nobody had been able to successfully get any information out
of the system
- The software developers who built the system did not provide
any support
Solution
<BLINK>Media reviewed the data in the master database and
the data in each agency database. We conducted 30 in depth interviews
with other state agencies about the way they were tracking similar
information and reviewed several alternative software packages,
fixing the existing system, and creating a homegrown software
package. We selected to implement a 3rd party software package
called SAMS (Senior Administration Management System), organize
a statewide training event for all agencies, deploy the software
and set up an data integration plan. The entire process lasted
nine months for the systems analysis, data migration, software
implementation and training.
Benefit
Solved the reporting problem, cleaned up the information provided
by the software, increased the agencies ability to budget and
manage the state funds effectively. All agencies reported similar
services that would be easily grouped together and submitted to
the federal government that had not been done for years so the
federal funds would not be lost.
